The Ultium CAM Project Explained
The Ultium CAM project, a partnership between General Motors (GM) and South Korea’s POSCO, is designed to produce cathode active materials for EV batteries.
$600-Million Facility Still Underway
The first phase of the Ultium CAM project, a $600-million facility in Bécancour, remains under construction. It is expected to begin production in 2026.
Expansion Plans on Ice
GM has paused the second phase of the project, which would have increased production capacity and added the production of base ingredients. The decision was attributed to “evolving market dynamics.”
Vale Cancels Nickel Sulfate Plant
Following GM’s pause, Brazilian mining giant Vale SA cancelled its nickel sulfate plant, which was meant to supply the second phase of Ultium CAM. Vale stated GM “will not need nickel sulfate in Quebec at this time.”
Quebec Government’s Response
Quebec Economy Minister Christine Fréchette called the news “disappointing” but insisted that the sector still holds promise. She noted that 3,000 workers are currently building factories in Bécancour and expressed hope that the Ultium CAM expansion would resume in the future.
Impact of Global EV Market Slowdown
The setbacks reflect a global slump in EV demand and production, with companies scaling back battery supply chain investments. GM also reported a US$1.6 billion financial hit after U.S. EV tax incentives were reduced and emissions rules were relaxed.
Federal and Provincial Investments
The first phase of the Ultium CAM project received nearly $300 million in combined government support, including a $152-million partly forgivable loan from Quebec.
Previous Battery Project Cancellations
This pause follows Quebec’s decision to end funding for the Northvolt battery plant near Montreal just last month, signaling growing uncertainty in the province’s EV battery plans.
